20세기 후반 발달장애가 있는 시민들에게 미국의 탈시설화는 매우 성공적이었다.
12가지가 넘는 대규모의 양적 연구들에서 이러한 긍정적인 결과와 더 낮은 비용이
입증되었다. 사람들이 시설을 떠나기 전에 지역사회에 인프라가 만들어졌고, 잘 계획
된 일 또는 주간의 활동서비스를 포함한 필요되는 지원과 함께 안전한 작은 가정으
로 이주했다. 그러나 정신장애가 있는 시민을 위한 탈시설화는 실패했다. 왜냐하면
안전한 생활과 노동환경에 필요한 지역사회 자원을 창출하지 않고 예산절감차원에서
진행되었기 때문이다. 이 논문은 발달장애인 운동의 성공적인 성과를 설명하고, 다른
나라들이 미국에서 벌어진 실수를 되풀이하지 않도록 요청하려고 작성되었다. 더불
어 정신장애가 있는 시민들을 위한 탈시설화가 실패하지 않도록 노력할 것을 요청하
려고 작성되었다.
Deinstitutionalization in the United States was extremely successful for citizens with
developmental disabilities in the late 20th century. Positive outcomes, and lower costs, were
demonstrated in more than a dozen large scale quantitative studies. Community infrastructure
was created before people moved out of institutions, and they moved into secure small homes
with the supports they needed, plus well planned work and daytime engagement services
already in place for them. However, deinstitutionalization for citizens with mental illness was
unsuccessful, because it was done purely to save money, without creation of community
supports necessary for secure living and working situations. This article describes the
successful outcomes of the developmental disabilities movement, and calls for other nations to
avoid the mistakes made in the United States, such as large group homes. It
