Deinstitutionalization in the United States was extremely successful for citizens with developmental disabilities in the late 20th century. Positive outcomes, and lower costs, were demonstrated in more than a dozen large scale quantitative studies. Community infrastructure was created before people moved out of institutions, and they moved into secure small homes with the supports they needed, plus well planned work and daytime engagement services already in place for them. However, deinstitutionalization for citizens with mental illness was unsuccessful, because it was done purely to save money, without creation of community supports necessary for secure living and working situations. This article describes the successful outcomes of the developmental disabilities movement, and calls for other nations to avoid the mistakes made in the United States, such as large group homes. It |
